全国农村第一步改革是安徽带的头,肥西是最早试点县之一。1978年秋,党的十一届三中全会召开前夕,肥西县山南区黄花大队为了渡过灾荒,悄悄把土地借给社员种“保命麦”,随即由借地渡荒发展到包产到户。这朵家庭联产计酬的“黄花”迎风绽放,在寒意渐浓的江淮大地上掀起了阵阵波澜。一时间,“人民来信”雪片似的飞向所在的六安专区、安徽省委。正当人们迷惘困惑之际,中共安徽省委第一书记万里两次亲临山南视察指导,成为安徽农村改革的引路人。
