目的测算艾滋病自愿咨询检测的单位费用,分析其影响因素和时间序列规律,为艾滋病项目规划和管理提供决策依据。方法利用中原7省的艾滋病项目数据,以省为单位,每半年为一周期共6个周期,测算自愿咨询检测的单位费用。结果自愿咨询检测单位费用随着项目进展迅速下降,各省平均单位费用最高时165.97元,最低时53.41元;合计累积单位费用为67.19元。结论自愿咨询检测单位费用的时间序列依次呈现下降期、平底期和上升期,呈U形变化;低疫情地区的单位费用相对较高,但其下降的潜力较大;单位费用时间序列分析的结果对于艾滋病项目规划和管理具有参考价值。
Objective To estimate the unit cost of HIV voluntary counseling and testing, analyze its influencing factors and time series rules, and provide decision-making basis for AIDS program planning and management. Methods The data of HIV / AIDS programs in seven provinces of Central Plains were used to calculate the unit cost of voluntary counseling and testing on a provincial level with six cycles of six cycles per half year. Results Voluntary counseling and testing unit costs dropped rapidly with the progress of the project, the average unit cost of each province, the highest 165.97 yuan, the lowest 53.41 yuan; total cumulative unit costs 67.19 yuan. CONCLUSION: The time series of voluntary counseling and testing unit costs showed a declining, flat-bottomed and up-going phase, with a U-shaped change. The unit cost of the low-level epidemic area was relatively high, but the potential for declining was greater. The result of unit cost time series analysis AIDS project planning and management of reference value.
