各市人民政府、县(市、区)人民政府,省政府各部门、各直属机构,各大企业,各高等院校:为进一步加强我省经济开发区的建设和管理,促进经济开发区规范发展,经省政府同意,确定建立国家级、省级经济开发区工作考核制度。现将有关事项通知如下:一、开发区是我省改革开放的窗口、利用外资和扩大出口创汇的基地和国民经济的重要增长点。各级政府要把开发区的建设和管理工作列入重要议事日程,建立开发建设目标责任制和工作考核制度,进一步强化管理,切实做到开发一片、建成一片、收益一片,充分发挥开发区经济试验、示范、集聚和辐射带动作用。二、对开发区工作的考核,要以经济发展为中心,从综合指标和经济指标两个方面进行,采取定性考核和定量考核相结合,以定量考核为主的办法。
