下栏水库为一中型水库。位于于都县仙下公社高兴河上。水库集流面积32平方公里,总库容1065万立米。设计灌溉2.8万亩,兼发电装机200瓩。栏河坝为高32米的土石混合坝,坝下埋输水涵管一座,供灌溉发电引水。工程于1966年动工,1970年建成受益。坝下涵管全长108米,为钢筋混凝土结构,1966年冬动工兴建,1967年春建成用于导流,1970年开始用于发电和灌溉。由于施工质量差,运行中严重漏水,经1971年用钢丝网水泥进行内衬修补后,几年来基本上制止了漏水。遵照毛主席“要认真总结经验”的教导,谨将本涵管的设计、施工和处理情况作一小结,以供参考。
