煤炭是我国重要的基础能源和原料,在国民经济中具有重要的战略地位。在今后较长的一个时期内,煤炭都将是我国的主要能源。煤炭工业的发展,事关我国的能源安全和经济安全。改革开放以来,煤炭行业取得了长足进步,但发展进程中也出现了资源浪费严重、结构不合理、科技水平低、安全事故多发、环境治理滞后等突出问题,这些已对煤炭行业的可持续发展产生了严重制约。鉴于我们所面临的世界性的能源紧缺状况和煤炭行业在国民经济中的特殊地位以及它对我国实现经济、社会和环境可持续发展所起的关键作用,因此我认为对整个煤炭行业特别是国有煤炭企业可持续发展问题的探讨更具特殊的意义。
