5月中旬,国务院发布了《国务院关于鼓励和引导民间投资健康发展的若干意见》,即“民间投资36条”。《意见》重申2005年颁布的“非公36条”的基本精神,鼓励和引导民间资本进入法律法规未明确禁止准入的行业和领域。要求创造公平竞争、平等准入的市场环境,对各类投资主体同等对待,不得单对民间资本设置附加条件。
In mid-May, the State Council promulgated the “Opinions of the State Council on Encouraging and Guiding the Healthy Development of Private Investment”, that is, “36 pieces of private investment”. The Opinions reiterate the basic principle of “non-public 36 articles” promulgated in 2005, and encourage and guide private capital into industries and fields where laws and regulations do not explicitly prohibit admittance. It is required to create a fair market environment with fair competition and equal access. Equal treatment should be given to all kinds of investors, and no additional conditions should be set for private capital alone.
