我国科技计划的开放是最大限度利用国际科技资源、最大限度促进科技与经济紧密结合和更加积极地在科技全球化进程中占据主导地位的重要手段。当前,科技计划开放应加紧落实四个方面的工作:加快制定科技计划开放的指导意见和实施细则、加快完善国家科技计划管理制度、加快完善知识产权保护管理制度及其它相关配套政策。
The opening of China's science and technology plan is an important means to maximize the use of international scientific and technological resources, maximize the close combination of science and technology with the economy and more actively occupy a leading position in the globalization of science and technology. At present, the opening of S & T programs should step up efforts in four areas: accelerating the formulation of guidelines and implementing rules for the opening up of science and technology plans, accelerating the improvement of the national S & T program management system and speeding up the improvement of the IPR protection management system and other related supporting policies.
