伴随新公共管理理念的日渐深入,私营部门中先进的管理方法逐渐被公共部门借鉴引入。以标杆管理为例,被广泛用于改善部门绩效过程中。然而当前公共部门人利资源管理活动中,在标杆管理应用方面仍存在一定的弊病,如战略规划、流程与职能以及组织文化等,要求行之有效的完善策略。本次研究首先对标杆管理与公共部门做简单介绍,剖析公共部门人力资源管理中标杆管理的价值,结合当前标杆管理应用的弊病,提出相应的应用建议。
With the deepening of the concept of new public management, advanced management methods in the private sector are gradually introduced by the public sector. Benchmarking, for example, is widely used to improve departmental performance. However, there are still some shortcomings in the application of benchmarking management such as strategic planning, processes and functions, and organizational culture in the current public-sector human resources management activities, and the effective strategies for improvement are required. This study first introduces the benchmarking management and the public sector briefly, analyzes the value of benchmarking management in the human resources management of the public sector, and puts forward the corresponding application suggestions according to the shortcomings of the current benchmarking management.
