2010年的中央1号文件,要求新农村建设要注重实践和成效,要审时度势,要搞农村集体协商机制,要有社会主义新时期的新农村建设特色。目前,在全社会己初步形成“想新农村、议新农村、干新农村”的良好氛围。但是,在看到大好形势的同时,也应当看到,当前农村经济发展面临不少困难和问题。其中村级财务管理已成为农村经济矛盾的焦点,对构建社会主义农村和谐稳定提出了挑战性的课题。
Central Document No. 1 of 2010 requires that the construction of new countryside should pay attention to practice and effectiveness. To assess the situation, we must engage in a mechanism of rural collective consultation and have the characteristics of building a new socialist countryside in the new era of socialism. At present, a good atmosphere of “wanting new countryside, discussing new countryside and doing new countryside” has been basically formed in the whole society. However, while seeing a good situation, we should also see that the current rural economic development is facing many difficulties and problems. Among them, village-level financial management has become the focus of rural economic contradictions, which poses a challenging task for building a harmonious and stable socialist countryside.
