回顾并分析了有关技术联盟治理的相关研究成果,通过对以往国内外研究相关问题过程中出现的不同理论,分析了技术联盟的运行机制、评估机制,并明确了调整反馈机制后认为,技术创新联盟治理需要从系统综合角度出发,将整个技术联盟看作一个大的系统,而技术创新联盟的运行体系、绩效评估体系和调整反馈是作为系统内部的子系统存在并发挥其动力作用,因此最终整合并构建了由技术联盟事前风险评估体系、绩效评估体系,技术创新联盟运作制度和调整体系构成的创新联盟治理理论框架。
After reviewing and analyzing the related research results of technology alliance governance, this paper analyzes the operating mechanism and evaluation mechanism of technology alliance through different theories that appeared in the related research questions at home and abroad in the past, and clarifies that after adjusting the feedback mechanism, The coalition governance needs to regard the entire technology alliance as a big system from the perspective of system integration. However, the operating system, performance evaluation system and adjustment feedback of the technology innovation alliance exist and exert their dynamic functions as subsystems within the system. Therefore, It has integrated and constructed the theoretical framework of innovation alliance governance, which consists of the technology alliance risk evaluation system, performance evaluation system, technological innovation alliance operation system and adjustment system.
