(1993年10月)在小平同志南巡谈话和党的十四大精神指引下,在省委、省政府和水利部的领导下,近两年来,我省水利系统注意把握历史机遇,认真贯彻党中央、国务院关于实施宏观调控的决策,按照社会主义市场经济体制的要求,从创建水利基础产业的目标出发,探索水利各个方面的改革,使我省水利建设和水利经济的发展出现了新的局面。
