基本经验佛山市外向型乡镇企业,在“七五”期间发展的主要经验有: (一) 树立明确的指导思想,坚定不移发展外向型经济。早在1984年佛山市委就提出了“以外向型经济为导向”的发展战略,到1986年中央提出的沿海地区经济发展战略,使我们进一步确立了以外向型经济为导向、带动佛山经济发展的指导思想。当时国内市场非常畅旺,由于种种原因,很多产品出口外销价格、利润低于内销,但我市各级领导不满足于暂时和局部的利益,而是立足于长远的发展战略,坚持大力发展外向型经济。特别是近两年国家实行治理整顿,国内市场疲软,销售困难的情况下,我们靠扩大外向维持了整个经济和乡镇企业的稳定发展,从而使大家更进一步认识到“以外向型经济为导向”的指导思想的正确性。乡镇企业确立上述指导思想,主要基于三方面的认识:一是引进先进技术设备和管理方法,提高乡镇企业整体水平。通过利用外资,发展“三来一补”和
