System integrators who used to having a happy life met with unprecedented challenges in 1998 and 1999: First, the familiar industry users are getting more and more familiar with the IT market and applications and putting higher demands on their applications. Second, many industry users, due to their own reasons as well as the impact of the “millennium bug,” slowed down their investment in IT. In 1999, IT investment even temporarily showed a temporary decline.
