最大限度地调动广大劳动者的社会主义积极性,把潜在的社会生产力转化成现实的社会生产力,进而从根本上提高社会生产力,是经济、政治、文化体制改革的根本出发点。正如万里同志所说,调动劳动者的积极性是一门新兴的软科学,这门学科的兴起,适应了现代管理的重心由“物”转向“人”的世界性变化趋势。实践表明,在物质条件一定的情况下,劳动者的积极性与企业经济效益成正比,积极性发挥越充分,人力资源的有用功越高,企业经济效益就越好。因此,加强对劳动者积极性这门软科学的研究和探讨,在当前有重大的现实意义和经济价值。
