当我们满怀信心地跨入21世纪之时,当我们踌躇满志,展望未来之际,回眸“九五”时期,重温改革历程,我们可以无愧地宣称:一个与一流城市相匹配的一流基础教育框架已经初步构成。上海的基础教育已经踏上了一个新的平台,正以全新的面貌接受21世纪的挑战。各方面的资料已经表明,“九五”时期是90年代以来上海基础教育综合实力增长最快的5年,是教育结构、布局调整最大的5年,是教育改革力度最大、涉及面最广、影响最深的5年,是教育科技进步最快的5年,是对外开放、加强国际交流成效最大的5年。正如黄菊同志在1999年上海市教育工作会议所说:“九五”期间,基础教育发展所受到的重视程度前所未有,人民群众对教育的旺盛需求前所未有,为基础教育新发展打下的基础也是前所未有。目前,上海的基础教育正在实现3个转向——全体适龄市民正从“有书读”转向“读好书”,上海的教育服务正从“适应性”转向“满足性”,基础教育本身也正从“数量扩张型”转向“质量提高型”。
When we enter the 21st century with confidence, when we are full of hope and look forward to the future, looking back at the “Ninth Five-Year Plan” period and revisiting the reform process, we can innocently declare: A first-class basic education framework that matches the first-class cities. All aspects of data have shown that the “Ninth Five-Year Plan” period is the fastest five years since the 1990s when the overall strength of basic education in Shanghai has increased. It is the largest five-year adjustment in education structure and layout. It is the largest and most extensively involved in educational reforms. The five years that have had the greatest impact are the five years of the fastest progress in education and science and technology, and the five years that have been the most effective in opening up and strengthening international exchanges. As Comrade Huang Ju said at the Shanghai Education Work Conference in 1999: During the “Ninth Five-Year Plan” period, the level of basic education development was unprecedented, and the people’s demand for education was unprecedented, and the foundation laid for the new development of basic education was unprecedented. At present, basic education in Shanghai is achieving three shifts - all age-appropriate citizens are moving from “reading books” to “reading books,” and Shanghai’s educational services are shifting from “adaptation” to “satisfaction,” and basic education itself. It is shifting from “quantitative expansion” to “quality improvement.”
