二十几年来事业单位的改革历程就是政府减负、事业单位市场化不断加大的过程。市场化改革措施一方面确实转变了人员的观念,提高了事业单位的运行效率,为进一步改革打下了良好基础;但是另一方面,却使事业单位出现行为自利化、行为方式两栖化等问题,其所服务的公益目标受到严重损害,公共服务职能被日益消解而不是增强。本文就事业单位改革的利弊进行了分析并提出对策。
In the past two decades, the reform process of public institutions has been the process of reducing the burden on the government and increasing the market-oriented institutions. On the one hand, the market-oriented reform measures have indeed transformed the concept of personnel and improved the operational efficiency of public institutions, laying a good foundation for further reforms; yet on the other hand, they have brought about problems such as self-serving behavior and amphibious behavior patterns , The public service goals it serves have been seriously damaged, and the public service functions have been increasingly eliminated rather than strengthened. This article analyzes the advantages and disadvantages of the reform of public institutions and puts forward countermeasures.
