近年来,我厂实施系统安全管理,对建厂以来发生的51例工亡事故和1983年以后发生的500多例轻伤、重伤事故进行了系统分析。分析结果表明,人的不安全行为为主导致的事故占75％,物的不安全状态为主导致的事故占25％。人的不安全行为和物的不安全状态均与管理不善有关。根据我厂起重运输、触电及机具伤害事故多的特点,我们调整和完善了安全生产保证系统。图1为我厂安全生产保证系统的示意。该系统由四个分系统组成,即组织保证分系统,指标保证分系统、信息检测传输分系统和管理(考核)分系统。
In recent years, I plant the implementation of system safety management, 51 cases of accidents occurred since the founding of the factory and more than 500 cases of minor injuries and serious injuries occurred after 1983 systematically analyzed. The analysis shows that 75% of the accidents caused by unsafe human beings and 25% of the accidents caused by the unsafe things. Human insecurity and material insecurity are all associated with mismanagement. According to our factory lifting transport, electric shock and the characteristics of many injuries, we adjust and improve the safety production assurance system. Figure 1 is a schematic illustration of our factory’s safety production assurance system. The system consists of four subsystems, namely, organizational assurance subsystem, subsystems to ensure indicators, information detection and transmission subsystem and management (assessment) subsystems.
