2000年9月,年届不惑的天津市大港区邱庄子联校党支部书记张港山听从党的召唤,走进了甘肃省张家川回族自治县,开始了为期两年的援甘支教工作。张家川县地处陇山东麓,是国家级重点扶贫县。张港山挂职支教的学校是新建小学。校领导让张港山参与学校管理,专抓教改教研。从到校第二日起他就深入课堂,采用跟踪听、全面听、个别听等方式,对全校57名教师的课一一摸底,一年下来共计听课173节。同时把素质教育的理念和大港区鲜活的教改经验播撒在新建小学教师的脑海里。2001年11月,张港山主动接下了五(1)班的语文课。他采用启发式教学,从指导学生掌握学习方法入手,鼓励学生自主学习、主动探究,使课堂充满活力,充满激情。为了保证教改教研质量,他征得学校支持,动员成立了新建小学语文教改教研课题组。并制定出研究方案,下设4个子课题在全校5个年级的6个班分头实施。张港山还利用
