基层法务科如何为“三农”保驾护航、为农村的长治久安构筑起第一道防线?河南省新郑市司法局基层法务科科长赵伟林,以实际行动为我们作出了表率。现年36岁的赵伟林,1999年刚调入新郑市司法局,便带领同志们深入到各乡镇及行政村就基层司法行政工作进行调研,全面了解司法所、人民调解和“两劳”帮教工作,倾听基层呼声,了解他们工作中的困难和问题,寻求基层司法行政机构建设、维护基层社会稳定和服务农村经济发展的良策。一月后,人民调解纠纷登记、矛盾排查、信息反馈等8项制度正式出台,人民调解工作初步得到规范。2002年5月,旨在加强基层人民调解组织,提高人民调解员素质和调解能力的新郑市人民调解员培训班如期举行。该市人民调解员队伍得到了稳定,整体水平得到提升。2003年7月,司法局统一制作的人民调解申请书、登记表、调解通知书、
