一、引言国家自然科学基金委员会在管理工作中所设立的诸多环节,如项目指南的制定与发布、同行专家评议、专家评审会等都是为了实现公正、合理、择优资助基金项目的目标。然而,学科管理工作的最终目的是促进学科的发展,从而提高整个国家的科技水平。这样,如何从整体上,考虑管理工作的各个环节所应发挥的主要作用及相互之间的影响就成了一个十分重要的问题。几年来的实践使我感到作为一个学科管理的负责人,所要担负的责任不仅是要完成申请项目的受理工作,而且应该通过学科的全部管理工作将学科的整体水平逐步提高。因此,将学科管理工作中的每个环节都能与学科发展联系起来使其协调运行,无疑对提高学科管理 I.
