World cigarette production (except for China) dropped slightly in 1982, a drop of 0.6% from the level of 1981 and a 0.3% increase in cigarette production including China, up from 1.7% in 1981 457.8 billion sticks. The stagnation in the world’s cigarette production is mainly due to the combined effect of increasing tobacco taxes and the world economic downturn. Among the major cigarette-producing countries, the United States and West Germany recorded the largest drop in output, down 6% and 11% respectively. In 1982, China’s cigarette production was estimated to have risen 3.9% to 900,000 million. In short, the European Community reduced its cigarette production by 1%, mainly in West Germany and the United Kingdom. The main reason for the decline in production is the increase in the prices of retail cigarettes caused by the higher tax rates. Cigarette production in other European countries did not increase. In South America, cigarette production decreased by 2.5% in 1982 and that in Argentina, Brazil and Chile dropped the most. Sustained economic recession and higher cigarette prices are the main reasons for the decline in cigarette production. Compared with most of the rest of the world, cigarette production increased in many Asian countries in 1982, with the major increases occurring in India, the Philippines and Turkey. Population growth Urbanization and high factory cigarette consumption are the main reasons for the increase in cigarette production in Asia. Japan’s cigarette production in 1982, reflecting the trend of Western countries, only increased by 0.6% to 303.7 million. In the same eighteenth year, the world’s cigarette output has not increased. Since the United States, the most important exporter of the world, sawdust shipments drop by 11%. The reduction in United States output was compensated by the increase in exports from the United Kingdom, Bulgaria and West Germany. The Soviet Union, France, Italy and the Netherlands are major cigarette importers.
