由于市场失灵和政府失灵的双重存在,西方国家发起了一场新的公共管理改革,公民社会开始进入民众视野,一种新的治理理论出现,为解决社会公共问题、提升政府公信力提供参考。当前,我国进入新的发展时期,经济体制已相对成熟,社会改革正在进行中。如何建设公民社会,警惕公民社会组织自身失灵现象,提高政府公信力,成为学界普遍关注的问题。 Due to the dual existence of market failure and government failure, Western countries initiated a new reform of public administration, civil society began to enter the public field of vision, and a new theory of governance emerged to provide reference for solving social public issues and enhancing government credibility. At present, our country has entered a new period of development with a relatively mature economic system and a social reform is under way. How to build a civil society, guard against the failure of civil society organizations themselves and improve the credibility of the government has become a common concern in academia.
