2007年12月10日,中国2009世界集邮展览执行委员会在河南洛阳召开成立大会并举行了第一次会议。国家邮政局、河南省政府、洛阳市政府、中国邮政集团公司、全国集邮联及有关部门的领导出席了会议。国家邮政局副局长徐建洲宣布了执委会成员名单和执委会的主要职责。洛阳市市长郭洪昌传达了1 2月7日在北京成立的邮展组委会暨第一次会议精神及邮展的筹备情况。全国集邮联秘书长刘佳维宣布执委会下设的办事机构和负责人名单。全国集邮联常务副会长谭小为和洛阳市长郭洪昌分别在大会上讲话。
December 10, 2007, China 2009 World Philatelic Exhibition Executive Committee held its inaugural meeting in Luoyang, Henan Province and held its first meeting. Leaders from the State Post Bureau, Henan Provincial Government, Luoyang Municipal Government, China Post Group Corporation, the National Philatelic Union and relevant departments attended the meeting. Xu Jianzhou, deputy director of the State Post Bureau announced the executive committee members list and the main responsibilities of the executive committee. Guo Hongchang, Mayor of Luoyang, conveyed the spirit of the organizing committee of the exhibition and the first meeting and the preparation for the exhibition of the postal items, which were set up in Beijing on February 7. Liu Jiawei, secretary general of the National Philatelic Bureau, announced the list of offices and persons in charge under the executive committee. Tan Xiaowei, executive vice president of the National Philatelic Federation and Guo Hongchang, mayor of Luoyang, addressed the meeting separately.
