地震预测和减免地震灾害是国家地震局的主要任务。唐山地震后,地震活动经过近十年的相对平静,1985年开始我国地震活动呈现出增强的趋势,1986年又有进一步发展。面对现实的地震威胁,如何提高地震预测特别是短临预测的水平,是迫切需要解决的重要问题。国家地震局科技司为适应地震形势的发展,进一步推动预测工作,决定在前几年对各种预测方法清理工作的基础上,选择有一定预报信息的地震学方法,进行再清理和深入研究,并将其推向实用化阶段,这是十分必要而适时的。
