京津冀合作,需要有力的协调、完善的基础设施与企业自主力量的充分发挥京津冀区域协作必须坚持以市场为基础,以企业为核心,但这并不排斥政府在区域协作中的重要地位和作用。在这个过程中。政府应该如何来发挥作用以及主要在哪些方面发挥作用需要作出一个基本定位,也就是政府在京津冀区域经济合作中哪些事情该管、哪些事情不该管的问题。恰当的政府干预是京津冀区域经济合作进入良性发展的前提,同时也是区域合作模式有效运行的关键。
