The ultimate goal of technological transformation of enterprises is to enable enterprises to step out of the erroneous zone of extensive production, achieve a sustainable growth mode of development, improve their ability for independent innovation, arm themselves with advanced technology and equipment, and escape the unfavorable situation of tracking, imitating, and always lagging behind others. At the same time, efforts have been made to minimize energy consumption and emissions during the production and use of products, and to form a rational industrial layout. In September 2012, the State Council promulgated guidelines for promoting the technological transformation of enterprises. China has always attached importance to technological transformation. As early as 1982, the State Council issued a special link for technological transformation of the machinery industry.
