一、库区贫困现象及贫困状态三峡库区属于高山区和少数民族聚居地区,普遍缺乏知识和人才,库区文盲率高达15.1%—20%,每千人中具有大专文化程度的仅5.7人;文化水平较高者大多为教师,科技人员寥寥无几。由于文化素质的低下,相当一部分人不懂也不相信科学,观念保守,商品意识淡薄,安于现状,部分贫困山区至今还使用人力耕作,农业技术非常落后,人口压力巨大,生产力水平低下,劳动力闲置
