当前鳗苗资源管理急待解决的问题有两个,一是鳗苗资源的保护问题;二是鳗苗资源的合理利用问题。这两个问题是相辅相承的,保护是合理利用的前提,合理利用是保护的目的。只有在保护的前提下,合理地、充分地利用鳗苗资源,把发展国内养鳗业与出口创汇统一起来,才符合渔业经济发展规律,有利于渔业生态的良性循环。
There are two problems to be solved urgently in resource management of eel fry. One is the protection of eel frying resource. The other is the rational utilization of eel frying resource. These two issues are mutually reinforcing, and protection is the premise of rational utilization. Reasonable use is the object of protection. Only under the premise of protection, using the resources of eel seedlings reasonably and fully and unifying the development of domestic eel industry and exporting foreign exchange will only be consistent with the law of economic development of fisheries and conducive to a virtuous circle of fishery ecology.
