国有企业是全民所有,国有企业干部是受党和人民的委派经营管理企业。作为国有企业的党员领导干部,手中或多或少都掌握一定权力,但这决不是属于干部个人的。习近平总书记讲:“我们的权力是党和人民赋予的,是为党和人民做事用的,只能用来为党分忧、为国干事、为民谋利”。严以用权就是要坚持用权为民,按规则、按制度行使权力,把权力关进制度的笼子里,任何时候都不搞特权、不以权谋私。当前,我国正在推进“四个全面”战略布局,而
