上海市1979年率先开始了对弱智儿童的特殊教育,先后在十多个区开设了辅读学校(班),取得了很好的效果。但由于招生人数限制及社会、家庭等因素。仍有部分学龄智力落后儿童未能受到特殊教育,同时由于对学龄前弱智儿童的早期发现,早期干预工作不够,导致对学龄弱智儿童的忽略.使这部分儿童作为正常儿童进入普通小学就读,接受的是对正常儿童的教育
