泰州历史悠久,西汉即已建置县。自古经济发达,人文荟萃,典籍颇丰。唐以来,出现了大批学者名流,如张怀瓘、胡瑷、周辉、王艮、储罐、柳敬亭、吴嘉纪、陈厚耀、邓汉仪等皆名扬海内,其著述、事迹亦赖后世之功,得以保存,广为传播,昭示乡人,有功桑梓。在地方文献的搜集和整理方面,清嘉道间邑人夏荃堪称第一人矣。夏荃,字文若,号退庵,室名宋石斋、辟蠹山房、六客之庐、春星草堂等。生于乾隆五十八年(1793),约卒子道光二十二年(1842)。
