党的十八大报告在论述中国特色社会主义的总体布局时明确提出,要建设海洋强国并指出四项任务。这是我国在2050年建成富强民主文明和谐的现代化国家的一个重要组成部分。可以说我们要实现的“中国梦”就包含了“海洋强国梦”。建设海洋强国要有一个总的战略和规划。我们要以十八大精神为指导,认真研究海洋强国的内涵、指标体系和实现这个目标的时间表。本文就此作一些探讨。什么是海洋强国?到2050年我国的海洋综合实力应处于世界的前列,我国的海洋产业占GDP
When discussing the overall layout of socialism with Chinese characteristics, the report of the 18th CPC National Congress explicitly proposed that we should build a maritime power and point out four tasks. This is an important part of our country’s state of being rich, strong, democratic, civilized and harmonious built in 2050. It can be said that we want to achieve “China Dream ” contains “Ocean Power Dream.” There must be a general strategy and plan for building a maritime power. With the guidance of the 18th National Congress of the CPC, we must earnestly study the connotation of the maritime power, the indicator system, and the timetable for achieving this goal.
