县级水利主管部门组织建设的工程多以小型为主,参与建设的各方资质较低或根本无资质,许多工程由村或农民自营,工程质量管理常常不被重视,其做法多数欠妥。虽然这类工程单项规模小,但总体数量多,也不可忽视其质量。水利工程质量是对水利工程“安全、适用、经济、美观”等特性的综合要求。“安全”是指工程满足运行稳定,“适用”是指工程满足使用功能,“经济”是指工程投入的费用较少,“美观”是指工程形象符合美学要求。
Most of the projects organized by county-level water conservancy departments are small-scale projects. All parties involved in the construction are of low qualification or no qualification at all. Many projects are self-employed by villages or farmers. Project quality management is often overlooked and most of its practices are not properly implemented . Although such projects are small-scale single, but the overall number of large, but also can not ignore the quality. The quality of water conservancy project is a comprehensive requirement of water conservancy project “safety, application, economy, beautiful” and other characteristics. “Safety ” refers to the project to meet the stable operation, “applicable ” refers to the project to meet the use of functions, “economy ” refers to the project into less cost, “beautiful ” refers to the engineering image in line with aesthetic requirements .
