国家义务教育工程1998年正式在“三片”地区实施,对处在“三片”中的民族贫困地区来讲,既是发展基础教育的一次很好的机遇,也是一种严重的挑战。其中,教育管理干部的素质与教育发展的要求不相适应是一个突出的问题。国家高级教育行政学院少数民族教育干部培训中心从1995年以来,举办了7期世界银行贷款项目培训班。本文拟结合这几年的培训实践,对加强民族贫困地区教育干部国家级培训的必要性、培训内容、方法及管理做一些探讨。 一 邓小平曾指出我国的干部“缺乏专业知识、专业能力”的问题。江泽民同志也强调
The state compulsory education project was formally implemented in “three areas” in 1998 and is a good opportunity and a serious challenge for the development of basic education for the poor areas in the “three films.” Among them, the quality of education and management cadres incompatible with the requirements of education development is a prominent issue. Since 1995, the Training Center for Ethnic Minority Education held by the State Higher Education Administration has held seven World Bank loan training courses. This article intends to make some discussions on the necessity, training contents, methods and management of strengthening the training of state-level education cadres in ethnic poverty-stricken areas based on the training practice in these years. Deng Xiaoping once pointed out the issue of “lack of professional knowledge and professional competence” in our country’s cadres. Comrade Jiang Zemin also stressed
