2000年8月,国务院派出大型工作组到广东潮阳、普宁进行出口退税专项检查,查出的结果令人触目惊心。这里发生的涉税案件不仅数额巨大、情节恶劣,而且涉及面广,连环案、系列案、案中案普遍存在。经过工作组一段时间的检查,揭开了这里涉税犯罪的盖子,彻底粉碎了偷骗税网络,净化了税收环境和经济秩序,到目前为止,初步查实的虚开增值税专用发票的金额近三百亿元。据了解,仅公安机关逮捕的涉税犯罪嫌疑人就近200人。5月11日,广东省高级人民法院分别在汕头、揭阳召开宣判大会,对16起涉税案件的28名犯罪分子做出公开判决,判处无期徒刑以上的就有15人,其中4人已被处极刑,这些都堪称共和国历史上所罕见。
