政府绩效是政府一切管理活动的出发点和归宿。实行政府绩效管理是各国政府的一个必然趋势。目前我国政府绩效管理方面主要问题在于制度保障方面缺失,绩效评估指标体系不完善。因此我们可以从以下两个方面来加强绩效管理:第一、通过立法以提供制度保障;第二、完善绩效管理指标体系,要求评估主体多元化,建立科学的评估指标体系,实行正确的评估方式。
Government performance is the starting point and end-result of all government management activities. The implementation of government performance management is an inevitable trend of all governments. At present, the main problem of government performance management in our country is the lack of system guarantee, and the index system of performance evaluation is not perfect. Therefore, we can strengthen the performance management from the following two aspects: first, through the legislation to provide the system guarantee; secondly, perfecting the performance management index system, requiring the assessment body to be diversified, establishing a scientific evaluation index system and implementing the correct assessment method .
