Financial resources are the basis of finance and the source of development. The construction of financial resources is related to the economic development and the development of various social undertakings. It is the top priority of government departments at all levels. Under the circumstances that economic downturn pressure increases, fiscal revenue growth rate falls and balance of payments difficult, it is a major measure to realize the goal of economic and social development during the “13th Five-Year Plan” by vigorously cultivating financial resources and increasing financial strength. As a county-level financial department should be based on the status quo of local financial resources and the existence of difficulties, innovative ideas, and actively as, adhere to the five major development concepts, give full play to the financial functions, concentrate on cultivating financial resources, do everything possible to strengthen the financial strength and promote economic society
