在今年 ３月 ２２日即第 ８个“世界水日”和第 １３个“中国水周”来临之时，我们怀着喜悦和忧虑的心惰迎接这个节日的同时到来。我们喜悦的是，人类对水有了比较全面的认识，从过去只讲开发利用提高到了不只讲开发利用，还讲保护防治。我们忧虑的是，地球上有限的可以被人类开发利用的不可替代的那点点淡水资源，至今仍在被人类自己乱开滥采，肆意污染，严重毁坏着包括人类自己在内的生存环境。 为了迎接今年“世界水日”和“中国水周”这两个很有意义的节日，本刊特别推出迎接“世界水日”和“中国水周”的到来这个专栏，特别推出《进入新千年迈出新步伐》、《面对水危机怎么办？》、《水，２１世纪重要的战略性资源》等一系列文章和报道。
