要“实现2000年人人享有卫生保健”的总目标,我国预防医学应当首先理顺组织职能关系。预防医学是个母系统,其内涵各部份均为子系统。笔者运用系统理论,提出建设我国“国—省—地—县—乡—村”六级卫生防疫机构,以形成垂直的完整的显示能级可履行职能的稳态结构的预防医学主体系统,取代现行残缺的多头指令管理的“省—地—县”三级卫生防疫站不稳态结构系统。组建国站和乡、村站实属必要,可具完整性和实用性。在国家各级卫生行政机关领导下,预防医学
To achieve the general goal of “Health for All in 2000”, preventive medicine in China should first straighten out the organizational functions. Preventive medicine is a mother system. Its connotations are all subsystems. Using system theory, the author proposes to build a six-level health and epidemic prevention agency in China’s “state-province-land-county-township-village” structure to form a vertically integrated preventive medicine main system that shows the steady-state structure of energy levels that can perform functions. The current incomplete multi-headed order management system of “provincial-territory-county” three-level sanitation and epidemic prevention stations is not stable.
