事业兴衰,关键在人,特别是带头人。这是中国革命和建设事业跌宕起伏的历史经验的总结,是党的几代领导人乃至全党已达成的共识,也是浦东开发实践的现实答案。对此问题的深刻理解,是完成新区跨世纪开发的基本保证,也是我们“战略构想”的开篇论题: 浦东开发跨世纪的宏伟事业迫切需要选拔和培养一大批跨世纪的领导人才,同时。也为跨世纪领导人才的充分涌流和迅速成长提供了千载难逢的机遇。 浦东开发对跨世纪领导人才的特殊渴求是由其独特的开发地位、开发目标、开发起点、开发模式、开发周期及人才基础所决定的。 ——浦东开发是党中央、国务院为迎接新世纪到来而确定的国家发展 The rise and fall of business, the key people, especially the leader.
