张恺帆(1908—1991)自1926年投身革命以来,在血与火的战斗中,在敌人的监狱里,在建国以后长期担任安徽省的领导岗位上,在反右倾和“文革”遭受迫害与不公正待遇中,依然保持着战士、公仆和文化人的特色。可以说:铮铮铁骨,耿耿丹心,浩浩正气。正如张劲夫在《怀念忠于人民利益的张恺帆同志》中所说:“我多少感到,恺帆同志书生气较重,甚至还有些名士派的风格。”“恺帆同志是个革命者的材料,不是一个做官者的材料,他也不计较官位,对乌纱无所谓。因此,从不讲做官之道,不会做官,他却是一个真诚的人民公仆。”(《解放日报》1992年5月15日)
