为深入贯彻落实科学发展观,加快推进全国优抚医疗保障制度建设步伐,2008年10月22日至23日,民政部在山东省临沂市召开全国优抚医疗保障工作现场会议,总结推广山东临沂等地试点经验,指导各地完善优抚医疗保障制度。民政部副部长罗平飞、山东省副省长贾万志出席会议并讲话。山东省、临沂市、临沭县、烟台市莱州荣军医院在会上介绍了经验,吉林、江苏、江西、广东、重庆等5省(市)作了不断提高优抚对象医疗保障水平、全面推进优抚医疗保障体系建设的典型发言。与会代表实地考察了优抚医疗保障工作试点蒙阴县县、乡两级落实《优抚对象医疗保障办法》的工作流程,听取了蒙阴县关于“优抚对象医疗管理系统”的工作介绍。会议要求各地学习山东试点经验,加快优抚医疗保障制度建设步伐。民政部、财政部、人力资源和社会保障部、卫生部有关司局负责同志,各省、自治区、直辖市和计划单列市民政厅(局),新疆生产建设兵团民政局负责同志、优抚处长参加了会议。此次会议也是全国民政系统开展深入学习实践科学发展观活动的一个重要内容和实践载体。

Delegates took a field trip to investigate the work flow of the medical insurance protection program at the county level and township level in Mengyin County, and implemented the work procedures for the “Medical Protection Measures for the Specially-Negotiated Appeals”. They also listened to the work introduction of “Medical Benefit Management Medical Management System” in Mengyin County. The meeting called on all localities to learn from Shandong’s pilot experience and speed up the construction of special care medical security system. Ministry of Civil Affairs, Ministry of Finance, Ministry of Human Resources and Social Security, responsible comrades of relevant departments of the Ministry of Health, provincial, autonomous region, municipalities directly under the central government, and separately listed Civil Affairs Department (bureau), responsible comrades and chiefs of the Civil Affairs Bureau of Xinjiang Production and Construction Corps attended meeting. The conference is also an important content and practical carrier for the national civil affairs system to carry out in-depth study and practice of the scientific concept of development.
