There are countless researchers in both West Germany and abroad dreaming of one day being given an invitation to head the Max Planck Institute. It is not surprising that people make such a dream come true because the director of the Institute enjoys a great deal of privileges, including not assuming teaching tasks, holding tenure, applying research grants without having to apply for grants, and so on. However, members of the Max Planck Society worry that the first-class scientific research of this prestigious society may start to decline gradually. In early summer of this year, the Max Planck Institute of Science Council sent a warning at a two-day seminar. The name of the symposium, “The Law of Evolution and Innovation Between Generation and Generation in Basic Scientific Research,” identifies many problems that affect the future of the Max Planck Institute, but does not give answers to these questions . The lower positions of the Max Planck Institute are currently occupied by life-long individuals. But in the next few years
