新型农村合作医疗实施进程中参合农民的缴费意愿对新型农村合作医疗制度的可持续发展具有重要的影响。基于山东省17地市670户农民的问卷调查研究表明,家庭人口规模、家庭人均年收入、家庭全年医疗费用和到最近基层医疗服务机构的距离对参合农民缴费意愿具有显著的影响,本文结合分析结果从拓宽筹资选择和加强政府引导,加强管理信息化建设,完善正规教育体系建设同时促进新农合非正式制度建设三个方面做出进一步讨论。
The participation willingness of farmers participating in the new rural cooperative medical system has an important impact on the sustainable development of the new rural cooperative medical system. Questionnaire surveys based on 670 farmers in 17 cities in Shandong Province showed that the size of the family population, annual household income per capita, family medical expenses for the whole year, and the distance to the nearest primary medical service institutions have a significant impact on the willingness to participate in farmers’ payment. The analysis results will be further discussed in three aspects: widening financing options and strengthening government guidance, strengthening management informationization, improving the construction of formal education system, and promoting the informal system of new rural cooperative medical system.
