文化旅游既是藏区极具发展潜力的特色优势产业,也是重要的社会文化事业。大力发展文化旅游对于增强藏区“四个认同”、促进发展稳定建设具有重要的综合战略作用。应将发展文化旅游作为藏区发展稳定建设的综合性国家战略,加大政策扶持和财政投入力度,加强文化旅游与社会文化事业建设和相关领域发展建设的深度结合,立足藏区实际建立文化旅游产业与社会文化事业的“产事一体”机制,加强文化旅游发展的基地、宣传和科研建设,促进藏区发展稳定建设。
