随着化工行业的迅猛发展,各种化学品产量和品种大幅度增加,化学品在被充分利用的同时,也产生了大量的化学废物,包括一些有毒、有害物质。由于毫无控制的随意排放和经由其他途径的泄漏,有毒、有害化学废物使人类共同的生存环境遭受严重污染,人民群众的生命财产安全也受到极大的伤害。如何严格规范化学品的管理、经营和运输,加强对有害化学品的安全治理,是当前各国专业人士研究的重要课题。作为化学工业最先进的国家之一,德国在有害化学品安全管理方面积累了许多成功的经验。
With the rapid development of the chemical industry, the output and variety of various chemicals have increased substantially. Chemicals have been utilized to a large extent, and a large amount of chemical waste has also been produced, including some toxic and harmful substances. Due to uncontrolled random discharge and leakage through other channels, poisonous and harmful chemical wastes have seriously polluted the common living environment of human beings and the lives and property of the people have also been greatly harmed. How to strictly regulate the management, operation and transportation of chemicals and strengthen the safe management of harmful chemicals are important topics for the professionals in various countries at present. As one of the most advanced countries in the chemical industry, Germany has accumulated many successful experiences in the management of hazardous chemicals.
