2002年初,齐齐哈尔铁路警方突然得到一个举报线索：有人通过铁路用货物托运的方式,以食品添加剂的名义,向河南内蒙古等地非法贩卖毒品。这个线索让警方非常吃惊,因为,如果消息属实,那么,这简直就是明目张胆的贩毒行为。警方立即成立了专案组进行侦查。原哈尔滨铁路禁毒大队队长徐柏青：我们派侦察员化装成铁路职工,在齐齐哈尔车站的行李房,进行了秘密的控制。一个月的时间过去了,并没有发现任何毒品的踪迹。就在警方越来越怀疑信息的真实性的时候,5月18号下午,侦察员发现了可疑的迹象。

A month’s time passed and no traces of drugs were found. As the police became increasingly skeptical of the truth of the information, on the afternoon of May 18, scouts found signs of suspiciousness.
