“提高就业质量”是《促进就业规划(2011—2015年)》中提出的未来五年就业工作的指导思想、基本原则和发展目标,也是我国未来长期一段时间内就业工作的重要内容。本文从现有的就业质量理论研究和政策实践出发,探讨了就业质量提升对我国全面建设小康社会、实现加快转变经济发展方式的重大意义。同时,结合短期政策层面推进和长期劳动者素质提升对就业质量的影响和意义,本文分析了提升就业质量的政策着力点以及深化对就业质量进行理论探讨和政策研究的方向,以期为未来提升就业质量的理论研究和政策实践提供一些有益的建议。
“Improving the Quality of Employment ” is the guiding ideology, basic principles and development goals of the employment plan for the next five years proposed in the “Plan for Promoting Employment (2011-2015)” and also an important part of our country’s employment in the long term in the future. Based on the existing theory and practice of employment quality, this paper explores the great significance of improving the quality of employment to the overall construction of a well-to-do society in our country and the realization of the transformation of economic development. At the same time, combined with the short-term policy to promote and enhance the quality of long-term workers on the quality and impact of employment, this paper analyzes the promotion of employment quality policy focus and deepen the theoretical study of employment quality and policy research direction, in order to enhance employment for the future Quality of theoretical research and policy practice to provide some useful suggestions.
