为了配合全民健身计划和奥运争光计划的实施,山东省体育局、教委出台了一系列的有效政策和措施。威海市环翠区业余竞技体校在人员编制少、财政拨款少、应试教育追求升学率的客观条件下,经过1998～2000年3年的运行,证明只要政策落实、组织落实、管理落实,动员社会各界力量资助与支持,体育事业就能取得实效,全民健身计划和基层体育工作才能走上制度化、规范化的轨道。 全国市县区、乡镇中小学开展体育业余训练的管理督导问题带有一定的普遍性,现把我校具体的实施方法介绍如下,以供参考和征求宝贵意见。
