文章从教育学领域出发,以政治、经济、社会发展公平性为目标,引申出公路网均衡性的基本概念和内涵,并考虑地形、单位里程公路建设成本等因素,给出均质和非均质区域公路网均衡性概念的异同点;接着从区域地理状况、经济发展和社会发展三方面分析公路网均衡性特性及影响因素,提出基于基尼指数的高原山区公路网人口均衡性、面积均衡性和经济均衡性评价方法;最后以云南省十六个地州市公路网发展为例,应用基尼指数进行高原山区公路网均衡性评价,分析评价结果,并给出基于均衡性分析结果的公路网发展对策。
Starting from the field of pedagogy, the article aims at the fairness of political, economic and social development, and extends the basic concepts and connotations of road network equilibrium. Taking into account such factors as the topography and the cost of highway construction, Secondly, this paper analyzes the characteristics and influencing factors of road network equilibrium from three aspects of regional geography, economic development and social development, and puts forward the population equilibrium and area balance of highway network based on Gini index Finally, taking the development of highway network in 16 prefectures and cities in Yunnan Province as an example, the Gini index is used to evaluate the equilibrium of the highway network in mountainous plateau. The evaluation results are analyzed and the road network based on the balanced analysis results is given Development Strategy.
